- Bosworth Issues Interim Rule on USFS Roads Policy -
On May 31, Forest Service Chief Dale Bosworth issued an interim rule extending the deadline for forest managers to comply with the
new roads rule's roads analysis process. The roads analysis process is a science-based analysis for road construction, reconstruction
and decommissioning. The rule contained a July 12, 2001 deadline for individual road projects and forest plan revisions or amendments
to comply, but Bosworth extended that deadline to Jan. 12, 2002. Bosworth said in a May interview that changes also are expected for
the portion of the roads rule that gives interim guidelines for managing roadless areas prior to the implementation of the roadless rule. The
agency will collect public comments on the changes when a notice is published in the Federal Register later this month. Mike Anderson,
senior resource analyst for the Wilderness Society, called the agency's move a "troubling pattern of incremental weakening of the [past]
administration's reforms." Skid Marks, Wildlands Center for Preventing Roads

- EPA comments on draft, final EIS's -
Clean Slate Ecosystem Management Project, Aquatic and Terrestrial Restoration, Nez Perce
National Forest, Salmon River Ranger District, Idaho County, ID.
Summary: EPA expressed concerns regarding purpose and need,
alternatives, environmental monitoring, cumulative impacts, prescribed
burning, and Clean Water Act TMDL protocols. EPA has requested
inclusion of a more easy to follow statement of overriding purpose and
need; the addition of a no-grazing alternative that includes active
habitat restoration; the addition of specific and enforceable
standards; thresholds and responsible parties for environmental
monitoring; additional detail on implementation and contingencies for
the prescribed burning program; additional analysis of cumulative
impacts, and more detail on the process to be used for addressing TMDL
protocols. - ESWR, Federal Register
